SUBJECT AREA: Mechanical, pneumatic and hydraulic engineering[br]b. c.1760d. 1835 Derby, England[br]English machine-tool builder.[br]Very little is known about the life of James Fox, but according to Samuel Smiles (1863) he was as a young man a butler in the service of the Reverend Thomas Gisborne of Foxhall Lodge, Staffordshire. His mechanical abilities were evident from his spare-time activities in the handling of tools and so impressed his employer that he supplied the capital to enable Fox to set up a business in Derby for the manufacture of machinery for the textile and lacemaking industries. To construct this machinery, Fox had to build his own machine tools and later, in the early nineteenth century, made them for sale, some being exported to France, Germany and Poland. He was renowned for his lathes, some of which were quite large; one built in 1830 has been preserved and is 22 ft (6.7 m) long with a swing of 27 in. (69 cm). He was responsible for many improve-ments in the design of the lathe and he also built some of the earliest planing machines (the first, it has been claimed, as early as 1814) and a gear-cutting machine, although this was apparently for cutting wooden patterns for cast gears. SUBJECT AREA: Textiles[br]b. c. 1693 probably Norwich, Englandd. 20 November 1722 Derby, England[br]English creator of the first successful powered textile mill in Britain.[br]John Lombe's father, Henry Lombe, was a worsted weaver who married twice. John was the second son of the second marriage and was still a baby when his father died in 1695. John, a native of the Eastern Counties, was apprenticed to a trade and employed by Thomas Cotchett in the erection of Cotchett's silk mill at Derby, which soon failed however. Lombe went to Italy, or was sent there by his elder half-brother, Thomas, to discover the secrets of their throwing machinery while employed in a silk mill in Piedmont. He returned to England in 1716 or 1717, bringing with him two expert Italian workmen.Thomas Lombe was a prosperous London merchant who financed the construction of a new water-powered silk mill at Derby which is said to have cost over £30,000. John arranged with the town Corporation for the lease of the island in the River Derwent, where Cotchett had erected his mill. During the four years of its construction, John first set up the throwing machines in other parts of the town. The machines were driven manually there, and their product helped to defray the costs of the mill. The silk-throwing machine was very complex. The water wheel powered a horizontal shaft that was under the floor and on which were placed gearwheels to drive vertical shafts upwards through the different floors. The throwing machines were circular, with the vertical shafts running through the middle. The doubled silk threads had previously been wound on bobbins which were placed on spindles with wire flyers at intervals around the outer circumference of the machine. The bobbins were free to rotate on the spindles while the spindles and flyers were driven by the periphery of a horizontal wheel fixed to the vertical shaft. Another horizontal wheel set a little above the first turned the starwheels, to which were attached reels for winding the silk off the bobbins below. Three or four sets of these spindles and reels were placed above each other on the same driving shaft. The machine was very complicated for the time and must have been expensive to build and maintain.John lived just long enough to see the mill in operation, for he died in 1722 after a painful illness said to have been the result of poison administered by an Italian woman in revenge for his having stolen the invention and for the injury he was causing the Italian trade. 13 Reynolds, Edwin
[br]b. 1831 Mansfield, Connecticut, USAd. 1909 Milwaukee, Wisconsin, USA[br]American contributor to the development of the Corliss valve steam engine, including the "Manhattan" layout.[br]Edwin Reynolds grew up at a time when formal engineering education in America was almost unavailable, but through his genius and his experience working under such masters as G.H. Corliss and William Wright, he developed into one of the best mechanical engineers in the country. When he was Plant Superintendent for the Corliss Steam Engine Company, he built the giant Corliss valve steam engine displayed at the 1876 Centennial Exhibition. In July 1877 he left the Corliss Steam Engine Company to join Edward Allis at his Reliance Works, although he was offered a lower salary. In 1861 Allis had moved his business to the Menomonee Valley, where he had the largest foundry in the area. Immediately on his arrival with Allis, Reynolds began desig-ning and building the "Reliance-Corliss" engine, which becamea symbol of simplicity, economy and reliability. By early 1878 the new engine was so successful that the firm had a six-month backlog of orders. In 1888 he built the first triple-expansion waterworks-pumping engine in the United States for the city of Milwaukee, and in the same year he patented a new design of blowing engine for blast furnaces. He followed this in March 1892 with the first steam engine sets coupled directly to electric generators when Allis-Chalmers contracted to build two Corliss cross-compound engines for the Narragansett Light Company of Providence, Rhode Island. In 1893, one of the impressive attractions at the World's Columbian Exposition in Chicago was the 3,000 hp (2,200 kW) quadruple-expansion Reynolds-Corliss engine designed by Reynolds, who continued to make significant improvements and gained worldwide recognition of his outstanding achievements in engine building.Reynolds was asked to go to New York in 1898 for consultation about some high-horsepower engines for the Manhattan transport system. There, 225 railway locomotives were to be replaced by electric trains, which would be supplied from one generating station producing 60,000 hp (45,000 kW). Reynolds sketched out his ideas for 10,000 hp (7,500 kW) engines while on the train. Because space was limited, he suggested a four-cylinder design with two horizontal-high-pressure cylinders and two vertical, low-pressure ones. One cylinder of each type was placed on each side of the flywheel generator, which with cranks at 135° gave an exceptionally smooth-running compact engine known as the "Manhattan". A further nine similar engines that were superheated and generated three-phase current were supplied in 1902 to the New York Interborough Rapid Transit Company. SUBJECT AREA: Metallurgy[br]b. 1840 Halifax, Englandd. 15 July 1910 Harrogate, England[br]English steelmaker who promoted the manufacture of low-carbon bulk steel by the open-hearth process for tin plate and shipbuilding; pioneer of nickel steels.[br]After working as a millwright in Halifax, Riley found employment at the Ormesby Ironworks in Middlesbrough until, in 1869, he became manager of the Askam Ironworks in Cumberland. Three years later, in 1872, he was appointed Blast-furnace Manager at the pioneering Siemens Steel Company's works at Landore, near Swansea in South Wales. Using Spanish ore, he produced the manganese-rich iron (spiegeleisen) required as an additive to make satisfactory steel. Riley was promoted in 1874 to be General Manager at Landore, and he worked with William Siemens to develop the use of the latter's regenerative furnace for the production of open-hearth steel. He persuaded Welsh makers of tin plate to use sheets rolled from lowcarbon (mild) steel instead of from charcoal iron and, partly by publishing some test results, he was instrumental in influencing the Admiralty to build two naval vessels of mild steel, the Mercury and the Iris.In 1878 Riley moved north on his appointment as General Manager of the Steel Company of Scotland, a firm closely associated with Charles Tennant that was formed in 1872 to make steel by the Siemens process. Already by 1878, fourteen Siemens melting furnaces had been erected, and in that year 42,000 long tons of ingots were produced at the company's Hallside (Newton) Works, situated 8 km (5 miles) south-east of Glasgow. Under Riley's leadership, steelmaking in open-hearth furnaces was initiated at a second plant situated at Blochairn. Plates and sections for all aspects of shipbuilding, including boilers, formed the main products; the company also supplied the greater part of the steel for the Forth (Railway) Bridge. Riley was associated with technical modifications which improved the performance of steelmaking furnaces using Siemens's principles. He built a gasfired cupola for melting pig-iron, and constructed the first British "universal" plate mill using three-high rolls (Lauth mill).At the request of French interests, Riley investigated the properties of steels containing various proportions of nickel; the report that he read before the Iron and Steel Institute in 1889 successfully brought to the notice of potential users the greatly enhanced strength that nickel could impart and its ability to yield alloys possessing substantially lower corrodibility.The Steel Company of Scotland paid dividends in the years to 1890, but then came a lean period. In 1895, at the age of 54, Riley moved once more to another employer, becoming General Manager of the Glasgow Iron and Steel Company, which had just laid out a new steelmaking plant at Wishaw, 25 km (15 miles) south-east of Glasgow, where it already had blast furnaces. Still the technical innovator, in 1900 Riley presented an account of his experiences in introducing molten blast-furnace metal as feed for the open-hearth steel furnaces. In the early 1890s it was largely through Riley's efforts that a West of Scotland Board of Conciliation and Arbitration for the Manufactured Steel Trade came into being; he was its first Chairman and then its President.In 1899 James Riley resigned from his Scottish employment to move back to his native Yorkshire, where he became his own master by acquiring the small Richmond Ironworks situated at Stockton-on-Tees. (1) Different countries the same or more compatible.
(2) "Data harmonization" means collecting, analyzing and making similar data requirements in trade and transport documents/forms, as well as mapping and aligning them to international standards, code lists and the core component library, in order to build single window systems or electronic document exchange.
(3) Harmonization of national standards is the prevention or elimination of differences in the technical content of standards having the same scope, particularly those differences that may cause hindrances to trade.
(4) In the case of tariffs, this means making tariff rates more similar across industries and/or across countries
